Week 4 is sure to be another game of “legislative whack-a-mole.” Wednesday is session cutoff, so the committees will be working fast and furiously to move their favored bills out of the house of origin. There will be fewer public hearings as the committees focus on executive sessions, which is where they discuss bill that have had hearings and vote them out of committee.

SSHB 1241: Creating the Class C Felony of Harassing Election Officials
OPPOSE
This bill passed the House with bipartisan support on January 11th. It will have a hearing in the Senate Law & Justice committee on 29th at 10:30AM.
This bill will increase the penalty for harassing of elections officials or election workers. In the House, Rep. Jenny Graham, tried to amend the bill to protect the constitutional right of citizens to picket or peacefully protest near election sites but the amendment failed. We agree that this bill needs to have language to protect the right to the First Amendment, without being at risk of committing the crime of “harassment.” We will oppose this bill and ask the Senate Law and Justice committee to amend it.

SB 5963: Concerning insurance requirements relating to the ownership of certain deadly weapons.
OPPOSE
SB 5963 will have a hearing in the Senate Law & Justice committee on 29th at 10:30AM.
The bill would require firearm owners to obtain and maintain a residential dwelling policy that covers losses or damages from the accidental or unintentional discharge of the firearm, and to keep evidence of coverage at the location where the firearm is stored.

SB 6196: Creating the evergreen basic income pilot program.
OPPOSE
SB 6196 will have a hearing in the Senate Committee on Human Services, January 30th at 10:30 AM
This bill would create a basic income pilot program in Washington state (Yes, there is an almost identical bill in the House that does the very same thing – HB 1045)
Establishes the Evergreen Basic Income Pilot Program (pilot program), providing 24 monthly payments to up to 7,500 qualifying participants in an amount equal to 100 percent of the fair market rent for a two-bedroom dwelling unit in the county in which a participant resides.
Creates a board of directors to administer, coordinate, and establish policies for the pilot program.
Designates that persons receiving funds through the pilot program are eligible for certain assistance programs, and contains provisions to minimize the impact of receipt of basic income funds on income calculation for other assistance programs and determination of child support obligations

SB 5838: Establishing an AI Task Force
OPPOSE
SB 5838 will have a hearing Senate in Committee on Ways & Means, January 30th at 4:00 PM
- Creates an AI task force to be overseen by the Attorney General’s office
- The task force is heavily slanted with liberal-leaning organizations & appointments by democrat-held elected offices.
- The task force will advise the legislature on policy and regulation

HB 2470: Creating a local sales and use tax to address gender-based violence.
OPPOSE
HB 2470 will have a public hearing in the House Committee on Local Government, January 30th at 10:30 AM
Under this bill, a county may legislatively impose a 0.1 percent sales and use tax to address gender based violence. A couple of the uses for these funds that are of particular concern:
- funding district and superior courts to manage increased civil protection order filings and weapons surrender compliance work
- creating and funding firearm relinquishment programs for the perpetrators of gender-based violence

HB 2455: Providing local governments options regarding elections for competing ballot measures.
OPPOSE
HB 2455 will have a public hearing in the House Committee on State Government & Tribal Relations, January 30th at 1:30 PM
The legislature intends to alter state law to permit local governments to use their own ballot title and process for elections for alternative ballot measures
